YSR Congress Party’s attempt to raise alleged irregularities in Andhra Pradesh’s Mega DSC-2025 teacher recruitment examination in Parliament did not receive any validation from the Centre, with the Union government neither confirming the allegations nor citing any finding of wrongdoing in the recruitment process.
YSRCP MP Y.S. Avinash Reddy raised the issue through a starred question in the Lok Sabha on Monday, asking whether the Centre was aware of alleged irregularities in the Mega DSC-2025 examination and their impact on the delayed absorption of qualified youth into the workforce. He also sought to know whether National Career Service data indicated rising distress among job seekers in Andhra Pradesh.
Responding to the question, Union Labour and Employment Minister Mansukh Mandaviya did not endorse the allegation of irregularities in Mega DSC-2025.
Instead, the Centre pointed out that education is in the Concurrent List and that the majority of schools are under the administrative control of State governments and Union Territory administrations. Recruitment, service conditions and deployment of teachers consequently fall within the administrative domain of the respective States and UTs, the government said.
The Centre said the Ministry of Education advises States and UTs to follow a “transparent, robust and preferably online” system for teacher recruitment and transfers.
It also referred to the Public Examinations (Prevention of Unfair Means) Act, 2024, enacted to improve transparency, fairness and credibility in public examinations and deter irregularities. The Centre noted that the legislation was also envisaged as a model that States could adopt at their discretion.
The response is significant as the YSRCP MP’s question specifically placed alleged Mega DSC irregularities before the Union government, but the reply did not record any finding supporting the allegation.
Centre cites improvement in AP employment indicator
The Centre also did not endorse the broader suggestion of worsening employment conditions in Andhra Pradesh through the data presented in its reply.
Instead of relying on National Career Service registrations as an official measure of unemployment, the government said official employment and unemployment estimates are derived from the Periodic Labour Force Survey conducted by the Ministry of Statistics and Programme Implementation.
According to the latest PLFS report cited by the Centre, Andhra Pradesh’s Worker Population Ratio for persons aged 15 years and above increased from 55.8% in 2024 to 58.3% in 2025.
The government also detailed the employment-support infrastructure available through the National Career Service. The NCS provides services including government and private-sector job listings, job matching, career counselling, vocational guidance, skill-development information and job fairs.
As part of the NCS project, 407 Model Career Centres have been approved across the country, including 30 in Andhra Pradesh. Andhra Pradesh is also among the 31 States and Union Territories integrated with the NCS portal.
The Centre said more than 40 MoUs have also been signed with private and public-sector platforms and employers, including APNA, Swiggy, Rapido, Zomato, Amazon and TCS iON, to expand employment opportunities and related services for job seekers.
The Lok Sabha response therefore leaves the YSRCP’s allegation of Mega DSC-2025 irregularities unvalidated at the Union government level, while the employment indicator cited by the Centre shows an improvement in Andhra Pradesh’s Worker Population Ratio.
